Philip Edward Berger (born August 8, 1952) is a Republican member of the North Carolina General Assembly representing the state's thirtieth Senate district, which includes Caswell, Rockingham, Stokes, and Surry counties. Born in New York, Berger was first elected to the North Carolina Senate in 2000.

Phil Berger earned a B.S. in sociology from Averett University in 1980 and a J.D.from the Wake Forest University School of Law in 1982. His career experience includes working as an attorney in private practice.

Phil Berger is the President Pro Tempore of the North Carolina Senate, and the first Republican Senate leader in more than a century. He represents the state’s 26th Senate district, which includes Rockingham and part of Guilford county.
Feb 4, 2023 · With hopes of getting new legal results, lawmakers led by House Speaker Tim Moore and Senate leader Phil Berger asked two weeks ago that the justices rehear the litigation. The two Democratic justices lamented the orders and said they stood against more than 200 years of court history in which rehearings have been exceedingly rare.
