Producer Mataichirō Yamamoto wanted to pick up the rights to Madhouse's Wicked City. During the discussion about Wicked City, Yamamoto heard about the new Vampire Hunter D film and wanted to not only get involved with video distribution, but in production and possible theatrical release in America.
Plot. Tatsuhiko, an unemployed young man, gets into a fight with a gang and is rescued by Mako, a scout who recruits girls to work for the Burst scouting agency run by Yamashiro in Kabukichō, a red-light district in Shinjuku, Tokyo. Tatsuhiko learns the trade and becomes a scout as well, with Yosuke as his direct superior.
In 2011, Japanese producer Mataichirō Yamamoto acquired the adaptation rights, and hired Ryuhei Kitamura, with whom he had previously collaborated with on Azumi, to co-write a new screenplay with him and direct the film.
