School History. Xinghua Primary School was founded in 1930. The school was then known as Sing Hua Public School. In 1957, the school became a government-aided school. In 1973, the school became an integrated government school offering English and Chinese as first languages. In 1985, Sing Hua Public School was renamed Xinghua Primary School.
