Throughout the book you will see that he refers to Israel and Ephraim. Ephraim was the largest tribe in Israel and sometimes the whole nation was referred to as Ephraim.
Hosea is the first book of The Twelve. Hosea lived in the northern kingdom of Israel about 200 years after it broke off from southern Judah (1 Kgs. 12).
