Oct 15, 2016 · When I click on "Other People" and then the PLUS box for "Add someone else to this PC" it takes me to the inset box in the 2nd screenshot below. From there, I can select Users, then from the Action option, New User, then fill in the boxes.

On the 20h1 builds in the fast lane, under settings-system-storage the "Other people" category takes up a large amount of disk space and increasing at a rapid rate. I have only one account (administrator) on this PC. You can turn all sync options off - nothing happens.
