Planned in 1803 by the Scioto Land Company, it was first settled by New England families led by James Kilbourne, who named it for Thomas Worthington, U.S. senator and governor.

The city was founded in 1803 by the Scioto Company led by James Kilbourne, who was later elected to the United States House of Representatives.
