If you're on full state pension you're above the pension credit limit, which means you don't get the winter fuel payment.

In addition, anyone below pension age ought to be concerned about chipping away at the state pension because it sets a dangerous precedent, and who knows what meagre offerings might be available by the time they come to retire.
