You will also notice that the OP makes the distinction between *fat crabs and crabs with roe. This use of "fat" is typical of Asian English where "fat" has a different meaning from AE/BE "fat".

Nonetheless they are being confused in everyday use. What we call Krabbe (Nordseekrabbe) really is a Garnele. And then there are Crevetten, Langustinos, Gambas, Kaisergranate ...

Interestingly, if you read Alice through the looking-glass (1871), you will find that at a certain point Alice is in a rowing-boat with a sheep, who calls out incomprehensible commands like "Feather!" and then says, "You've caught a crab!".

It's really a substitute for swear words. It's not a terribly polite thing to say, but, unlike actual profanity, it can be used in the presence of children and one's elders.

It took some time to digest those dialogues, but at present, I would say that by "Here or there, samey-same" Joker just means "it's as shitty/miserable/bad back in the States, as it's here, in Vietnam." The reason why it is so is unclear, though.
