Clearly you don't know the reason behind MCF, formerly known as Jobs Bank. It's a requirement for companies who want to apply for EP/S-Pass to post the opening on MCF for at least fours weeks, ostensibly to see whether suitable local candidates can be found first. This is one of the "hoops to get an FT".
