Sotha Sil through his knowledge of the future, becomes bound to it. He is trapped by it, he can no longer worry about moral qualms or the costs of his actions, because it is all necessary, and in a sense has already happened.
You need to activate the Relics of Almalexia, Sotha Sil and Vivec in that order (Almsivi) to be able to reach him. Defeat him, and exit the temple. Talk to Almalexia just outside the doors.
