In 1897, three children, Ross Hadley, Mike McGlennon and Mary Rogers, are brought before a judge for stealing a man's wallet. McGlennon and Rogers have no prior record, so they are released to their parents. Hadley, however, is sent to a reform school.

Years later, in 1911, Ross is working as a croupier at Chappie Wilson's gambling joint, but quits to open his own casino. Ross encourages the affection of Faye Lawrence, the wealthy former wife of a bookie, in order to get her to put up money for his club.

The professional gambler Ross Hadley is the owner of a posh gaming establishment in the heart of New York. Hadley's main antagonist is his childhood friend Mike McGlennon. McGlennon, now a police lieutenant, is determined to stop the gambling activities of Hadley.
This is quite an enjoyable story about an "Hadley" (Chester Morris) who runs a fancy gambling joint. He manages to fix the local council election and get his decent, honourable, childhood pal "Mike" (Russell Hayden) made captain of the local precinct.
