Rajaratnam was one of the pioneering leaders who led the self-governance of Singapore from the British Empire in 1959 and the independence of Singapore from Malaysia in 1965. He devoted much of his adult life to public service, and helped shape the mentality of Singaporeans on contemporary issues.

S. Rajaratnam is perhaps best remembered for his visionary role in shaping the national ideology and framing the foreign policy of Singapore as one of its founding leaders charting a yet-unknown future. What is less recognised is the rich literary legacy he left behind.
On 6 February 1972, then Minister for Foreign Affairs S. Rajaratnam delivered a speech titled “Singapore: Global City” at the Singapore Press Club. He had derived the idea of Singapore becoming a global city from British historian and classics scholar Arnold Toynbee. [1]
