Robert Alan Frosch FREng (May 22, 1928 – December 30, 2020) was an American scientist who was the fifth administrator of NASA. He was the administrator from 1977 to 1981 during the Carter administration .

Robert A. Frosch earned a BA from Columbia College in 1947, and a Ph.D. in Physics from Columbia University in 1952. Beginning in 1951 at Hudson Laboratories of Columbia University, he studied environmental variables that affect very long range sound propagation in the ocean.
Dr. Frosch is a Fellow of the IEEE and a member of the U.S. National Academy of Engineering, the American Academy of Arts and Sciences, Phi Beta Kappa, and Sigma Xi. He is also a Foreign Member of the Royal Academy of Engineering (UK).
