Dec 11, 2015 · For years I have used Word and put up with the inverted commas quote marks going in the wrong direction at the beginning of the word but a Word document arrived by email yesterday, which I am working on and the quote marks were vertical and much more aesthetically pleasing, proving my computer has the capacity to use these quote marks.
The lack of closing quotation marks is a convenient clue for the reader that the quotation goes on beyond the end of the paragraph.
While your post uses tick marks instead of quotation marks, and omits commas, in places, before reported speech, the argument is in line with the Oxford University Style Guide's recommendations, which would cover the British English angle you mention.

Could we at least agree that any future questions on why inverted commas or quotes are used to highlight words, should be closed. Moreover, there should be a way for the system to recognize "quotation marks"/"quotes"/"inverted commas"/"speech marks"/"double quotes" as being related to each other, otherwise we will continue to see similar questions.
