You use hare-brained to describe a scheme or theory which you consider to be very foolish and which you think is unlikely to be successful or true.
Something that's harebrained is reckless or foolish. Sometimes, harebrained ideas work out just fine — several people have survived trips over Niagara Falls in a barrel, for example.
