Following the general elections that year, David Saul Marshall became the first Chief Minister of Singapore. Constitutional talks between Legislative Assembly representatives and the Colonial Office were held from 1956 to 1958, and Singapore gained full internal self-government in 1959.

The President as a Head of State appoints the Prime Minister, a Member of Parliament who commands a confidence of the majority of the MPs. Members of Cabinet are appointed from among the MPs by the President on the advice of the Prime Minister.
The member of the Cabinet heading the ministry is known as the minister, who is supported by a junior minister known as minister of state in Singapore. The administrative management of the ministry is led by a senior civil servant known as permanent secretary.
