Hi, The CBS.log file will be in your C drive (system drive), I would suggest you to open C drive and check whether you can access CBS.log. I would suggest you to follow the steps under the section “If the System File Checker tool cannot repair a file, follow these steps:” in the link mentioned below and check whether the issue is resolved.

Thanks for the reply, I can try DISM and SFC/SCANNOW again but I'm trying to figure out how to remove the bad packages if or when I do find them.
