If you've closed all your other accounts (Ad Manager, AdMob, and AdSense for YouTube) and you want to use AdSense again, you can reactivate your AdSense account.

To close your Google payments profile: Optional: If you have multiple profiles, go to payments.google.com and make sure you’re signed in to the profile you want to close. Go to payments.google.com Settings. Under “Payments profile status,” select Close payments profile. Follow the on-screen instructions.
Important: Only business and individuals can close their payments profiles. To close a merchant profile, contact our support team. Before you close your payments profile, you cannot: Buy things from Google Play or other Google products; Use Google Pay to make purchases; Send or request money with Google Pay or Gmail
If you simply want to add auto-close functionality to your creative, we recommend Option 1. If you want more control over how and when your creative collapses, we recommend Option 2. For example, if you want your creative to stay open if a user is interacting with it, you must use the API to control the auto-close. Option 1: Use the Studio Web UI.
