I'm running windows 11 home. I've tried switching from a five digit port to one of the standard 688X torrent ports. I'm using Deluge version 2.1.1 and libtorrent 1.2.15.0.

If you have 100 torrents, and you want to keep seeding all of them, but limit the number of "active" torrents, you set limits in your queue preferences, and this works as one would expect.
