Oulu (/ ˈoʊluː / OH-loo, [9][10] Finnish: [ˈou̯lu] ⓘ; Swedish: Uleåborg [ʉːlɛɔˈbɔrj] ⓘ) is a city in Finland and the regional capital of North Ostrobothnia. It is located on the northwestern coast of the country at the mouth of the River Oulu.
Oulu is European Capital of Culture 2026, together with 39 municipalities. The whole Northern Finland will awaken when the cultural events bring the region to life and inspire joy and creativity in people every day. This is a journey of several years, which will culminate in 2026.
