The thing that seems to have made it work this time was finding all open microsoft office apps open even in the background and force quitting them with the task manager. I had tried it previously without doing that and it did not fix the issue.

This setting in Windows 11 is at Windows Settings > Apps > Advanced App Settings > Choose Where to get apps > Anywhere. If that's already set then you may have bought a PC that has S mode, which only allows Store apps to be installed.
Jul 7, 2024 · If you do, choose "Anywhere" here. If you cannot find that option, it can mean that your Windows is in S mode. Type winver in the search on the taskbar and hit enter, a pop up window will provide you with some information about whether it is S mode. If it is, please use this instruction to switch out of S mode first.
