Neo-classical music emerged in the early 20th century as a reaction to the traditional classical music of the past. It is a broad term that encompasses a variety of different styles, often combining elements of classical music with elements of jazz, rock, and other genres.
If this thread proves anything, it’s that many people don’t know what “neoclassical” music means. Neoclassicism was a response to the overt emotionalism of the Romantic period; neoclassical music aims to bring the aesthetics of Classical period music — order, balance, clarity, and emotional restraint — into the 20th Century using modern compositional techniques.

Neoclassical, in the context of classical music, generally refers to composers from the 1920s into the mid-20th century, who turned away from modernity and returned to classical and/or baroque forms for various reasons (aesthetic, political or otherwise).
This article states Neo-classical art as being different than the Baroque for its "clarity of form, sober colors, shallow space, strong horizontal and verticals". I'm pretty sure I could find a thousand Baroque artworks that fit this definition, starting with Caravaggio, and going on indefinitely.
