Sentence 1 is grammatically wrong: "all over" is an prepositional phrase; it's incorrect to use the additional preposition "in." Sentences 2, 3, and 4 are all correct, but mean different things. Sentence 2 talks about where they live.

With "from" there it is clearer that you will make them over the internet or in some similar way. But What I wanted to say in that sentence was 'I want to make friends with people who are from all over the world'.

The phrases "all over the world" and "all around the world" and "throughout the world" are used about many things, or many events. Nataaaan said: "It's happening all over the world ".
