Toubab (in Wolof tubaap, tubaab, also toubabe, toubabou, tuab, tubab) is a word used in West Africa, mainly in Senegal, Mauritania, Gambia and Mali, but also in Ivory Coast, for designate any person with white skin, excluding the Berber Arabo, whatever their nationality. It therefore generally refers to Europeans.

Toubab is a Central and West African name for a person of European descent. Used most frequently in the Gambia, Senegal, and Mali, the term does not have derogatory connotations by itself, though it is also frequently associated with "wealthy traveler".
Toubab isn't a slur, but context wise it can be used with a heavy pejorative connotation. Toubab just means a White person, an European, a Westerner. Some people may use it in a more "exotic" way to encompass more groups than the peoples I've just listed. Babtou is the French slang version of toubab.
