Huang Qifan (simplified Chinese: 黄奇帆; traditional Chinese: 黃奇颿; pinyin: Huáng Qífān, born May 1952) is a Chinese politician, best known for his term as the Mayor of Chongqing, one of China's four directly-controlled municipalities, between 2010 and 2016.

Huang Qifan is a master's in business management and a researcher. He has held various positions in Shanghai and Chongqing, including deputy secretary-general and mayor of Chongqing.
Huang Qifan, former mayor of Chongqing and professor at Fudan University, gives a lecture on the requirements and benefits of building a unified national market in China. He argues that China's super large-scale singular market is an outstanding advantage and a foundation for the new development pattern, but also points out four problems that need to be solved.
