Benedict Hon Sui Sen DUBC (Chinese: 韩瑞生; pinyin: Hán Ruìshēng; 16 April 1916 – 14 October 1983) was a Singaporean politician who served as Minister for Finance between 1970 and 1983. A member of the governing People's Action Party (PAP), he was the Member of Parliament (MP) for Havelock between 1970 and 1983.
Benedict Hon Sui Sen (b. 16 April 1916, Balik Pulau, Penang–d. 14 October 1983, Singapore), widely known as Hon Sui Sen, was the first chairman of the Economic Development Board (EDB; 1961–68), and the first chairman and president of the Development Bank of Singapore (DBS; 1968–70).
Mr Hon Sui Sen was DBS’ first Chairman and President. He joined DBS from the Singapore Economic Development Board in 1968, expanding the bank’s services beyond development financing to a full-fledged financial institution.

The Hon Sui Sen Memorial Library was built in 1986 to honour Singapore’s 3rd Minister of Finance, Mr Hon Sui Sen (1916-1983), who was in office for 13 years. Mr Hon was also the Member of Parliament for the Havelock Constituency (1970-1983).

Mr Hon Sui Sen was the first Chairman and President of the Development Bank of Singapore, from 1968 to August 1970. In addition to long-term financing, Sui Sen positioned the bank to provide a full range of technical and managerial consultant services.
