Rosenberg, and Victor Trivas. The screenplay and adaptations were based on the novel Night Cry by William L. Stuart.
Det. Sgt. Mark Dixon always wanted to be something his old man wasn't: a guy on the right side of the law. But for a good guy, he's awfully vicious. After several complaints over his roughing people up, his boss, Insp. Nicholas Foley, demotes him.

Synopsis. New York City police detective Mark Dixon and his partner Klein return to the 16th precinct where Inspector Nicholas Foley introduces them to their new commander, Lt. Thomas. Later, Foley meets with Dixon to inform him that more battery complaints have been filed against him, but Dixon is unrepentant.
In this devilish and dangerous land, film noir lives and breathes — and Where the Sidewalk Ends (1950) is an epic film noir, one of the greats. It's a film that drives the cynicism home, before kicking it to death in the garage.
