Shultz retired from public office in 1989 but remained active in business and politics. He had already been an executive of the Bechtel Group, an engineering and services company, from 1974 to 1982. Shultz served as an informal adviser to George W. Bush and helped formulate the Bush Doctrine of preemptive war.
