Do not buy a Windows Phone today. It simply is not worth it. The platform is dead, and none of the phones that run Windows Phone today are "new." Get an Android, preferably one of Microsoft's latest Android phones, or something from Samsung. If you must get a Windows Phone, perhaps try out the Grid Studio "Lumia 520" breakout frame.
