bloxstrap is safe, ive been using it instead of the roblox launcher for like 2 months or so and it has some really cool features including an fps unlocker, i havent gotten a ban for using it. Bloxstrap is legit i use it every time. they both are. I use robloxfpsunlocker all the time, never banned.
Games like HSR doesnt really need the high FPS for a great experience since it doesnt hinder the game much (some do prefer for smoother experience of high FPS). There are games that does gain advantage from getting high FPS like Counter-Strike, Honkai Impact 3rd, Rainbow Six Siege, osu!, etc.

I don’t think FPS unlocker constitutes as “unfair competitive advantage” as quoted in the ToS. "Cheats" means programs, methods, processes or other programs with software or hardware on any formats that may give Users an unfair competitive advantage within COGNOSPHERE Game(s).

That is correct the fps is set by the ingame engines and not the gpu. idk what the hell you are talking about but the difference between 60fps and 120fps are huge and you will need a 120hz/144hz monitors for that, if u cant see any difference between that you may need an eye checkup.
Aug 9, 2020 · But still have drops rather often, it may be because game wasn't optimized well and it is old and doesn't work well on newer hardware! But I remember playing it later on newer PC/Windows without problems - I never used to have fps drops in this game! My version is NFW MW Black Edition 1.3, playing on Windows 10. Any other ideas what to try?

Only the account which uses the thing can get that account banned. That's 100% true. After all, use your brain for a sec, like imagine you use an fps unlocker, play GI on your work PC, or on any freely available device and afterwards another dude plays normally on that device.
