Is it correct to use " roll " and " twirl " with "tongue" ? Yes, if they fit the context. For example, you can use "write" with "pen" but you can't say "Write the pen up", can you?

The circular movements could be described using "roll". You can turn your head to either side (but not around). "Twirl" sounds far too energetic for this type of exercise.
