If you can’t join or host an Xbox Live multiplayer game, or you can’t connect to a party chat session, press the Start button, select Settings > Gaming > Xbox Networking and check NAT type. If it says Teredo is unable to qualify, your PC is unable to obtain a Teredo IP address.
I recommend calling your ISP and asking them to set a fixed IP for the console in your router's DHCP session and open the ports that Live needs to work properly. Also ask to put the IP of the console in the DMZ zone, if you need additional ports this function will take care of that.
