If you've got the Missing Downloaded Files error, try this: 1. Close down steam completely (so Steam > Exit in the upper left menu), 2. go to C:\Program Files (x86)\Steam\steamapps\workshop. 3. Delete the Downloads folder. 4. Then restart Steam. Resume the download if needed.

Dec 11, 2020 · After that open elevated command prompt, cd into the steamapps folder on the slow drive, and make a symlink: mklink /D downloading "M:\SteamGames\steamapps\downloadingOnD" mklink /D temp "M:\SteamGames\steamapps\tempOnD". Do this for each slow drive with a Steam folder. I recommend creating a new set of folders on the SSD for each slow drive.

Steam downloads have higher i/o ops due to otf decompression, validating and patching files. depending on what files this can be hard taxing on any hdd. from personal experience with normal hdds, stuff rarely goes beyond 60-80MByte/s, for faster downloads you need an ssd or a raid.

If you are using a wireless connection, bypass that for now and go on ethernet. Never try to troubleshot download issues on Steam over a wireless connection.
