Sometimes in chrome when I type the letter O it activates F11 for full screen mode. Seems like the key mapping is way off. I uninstalled the keyboard from device manager and rebooted.

First is to uninstall/reinstall the keyboard driver. Go to Device Manager and uninstall the keyboard driver then reboot the laptop. After the reboot do test it again and see if it works or not. If it still does not work, open the on-screen keyboard (just search for osk) and press the letter j and see if it types the letter using it.
