In 2024, HDB launched 21,225 new flats, comprising 19,637 Build-To-Order (BTO) flats and 1,588 flats offered under the Sale of Balance Flats (SBF) exercise in February 2024.
After a sales launch is announced, you can apply for a flat online at the HDB Flat Portal during the application period. An non-refundable administrative fee of $10 (inclusive of GST) per application is payable by credit card (MasterCard/ Visa) or scanning the QR code using any of the supporting mobile payment apps.

Feb 23, 2024 · From May 2023 onwards, you will need to obtain your preliminary HDB Flat Eligibility (HFE) assessment by completing the HDB HFE check on the HDB Flat Portal. You must then apply for an HFE letter and submit the required information to HDB, within 30 calendar days of initiating the HFE check.

Build-to-Order (BTO) is one of the modes of sale of new HDB flats in Singapore. Previously, HDB BTO sales launches happened every three months. But from 2024 onwards, HDB will conduct three BTO exercises and one SBF exercise per year. This system offers the applicant flexibility in location and timing when applying for their new flat.
