As we move along the story, Chihiro become stronger despite temptations (No-face offering her gold) and obstacles (Yubaba's attempts to keep her in the Spirit World, staffs at the bathhouse bullying her because she was a human).

According to an interview with the executive producer, Toshio Suzuki, Haku and Chihiro CAN meet again, but it's up to the viewer's interpretation whether they do or don't. Even if the river has been filled in, should she visit that place, they would be able to meet again and fulfil the promise they made in the end.
