There's no real client-side way to do this and these documents can't be shared with Google docs or Microsoft Office 365 for legal reasons. Browsers can't display Word, but can display PDF, so I want to convert these docs to PDF on the server and then display that.

NOTE: if you use File / PRINT / PDF, this creates a "dead" file that lacks any interativity including hyperlinks. So this is not the recommended method.

The first is that you do not have WORD set to use the Adobe PDF printer when you are printing (though I do not think this is the issue).
