There is currently no rotation function in OneNote, but I can tell you how to rotate a pdf file with help from PowerPoint, at least I did this. Paste the printout of the PDF into your OneNote document. The printout basically creates an image within the document. Select the printout image, and Cut it. Paste it into a presentation.
