All returning Singaporeans, Singapore permanent residents and foreigners entering Singapore are required to submit their Singapore Arrival Card with health declaration online via the SGAC e-Service before arriving in Singapore.

You can submit the SG Arrival Card via https://eservices.ica.gov.sg/sgarrivalcard/ or through " MyICA " mobile application that can be downloaded for free from either the App Store (iOS) or Google Play (Android). Please refer to entry requirements for more information on entering Singapore.
All travellers are required to submit the SG Arrival Card within three (3) days (including the day of arrival) before arriving in Singapore, except: Those transiting/transferring through Singapore without seeking immigration clearance; and; Singapore citizens, Permanent Residents and Long-Term Pass Holders entering via land checkpoints.
You can also retrieve your e-Pass information from ICA’s e-Pass Enquiry Portal on the SG Arrival Card e-Service platform with either of the following: Disembarkation/Embarkation (D/E) number issued to you after your SG Arrival Card submission; or. Email address declared in your SG Arrival Card submission.

They will have to do so via the SG Arrival Card (SGAC) e-Service [2]. The health declaration will be made available before 27 March 2020 as part of the SGAC e-Service, so that travellers who are due to arrive in Singapore after 27 March, 0900 hours, can complete it in advance of their arrival.
Arriving travellers can submit their personal information, trip details and health declaration through the SG Arrival Card e-Service at the ICA website or via MyICA mobile app within three days prior to the date of their arrival in Singapore.
