It sounds like it was supposed to stop you from using 'hey' but it never did. It comes across more as a (not particularly successful) attempt at a clever saying.

That being said, I rarely (if ever) hear someone use "hey there" or "hi there". I would say that those forms have fallen into relative disuse.
