BOULIGNEY, John Edward, representative, was born at New Orleans, La., Feb. 17, 1824. He was a nephew of Dominique Bouligney, and became a prominent lawyer in his native city. In 1858 he was elected a representative in the 36th Congress and served until March 3, 1861.
