In the US, the CDC did a study on sexual activity in like 2008. Amongst 20-24 year olds, 14.4% of dudes were virgins. Sure, a higher rate of 22 year olds are going to be virgins than 24 year olds. At the same time, plenty of those virgins are going to have had girlfriends and kissed.
