I did some test with my account on Outlook Web, and found the default download location of Outlook Web is set on the browser.

Regarding your description, currently it is not possible to change default path to save attachment in Outlook. For workaround, click on attachment and we can select download folder for saving an attachment.

May 16, 2023 · Hello, I'm using the latest Outlook desktop version 1.2023.504.300 and I can't find the settings for downloads where I can choose the option that you are asked where you want to download an attachment. Currently it puts all the downloaded attachments in the Downloads folder, but that's not the way I'm used to working nor the way I want it to work.
