You find Thunderbolt by going to the laboratory on Rt 18 (surf west on Rt 1). It should be in the grass by a scientist you'll most likely have to fight before obtaining it. Note that trainers pokemon on Rt 17 and 18 are in the mid 30s. RavingSwoobat, thank you.

Mar 22, 2009 · If you go just northeast of there". Also, you can buy one at the Veilstone City Coin Exchange Corner (left of game corner) for 10000 coins. Thunderbolt is directly behind the valley windworks. you need surf to get there and its on a small island on the side of the mountain. Technically in coins it is worth $200k.
