Fans of emo pop/pop punk wanted something different than top 40 pop music, but Top 40 was what they were used to so they still needed something with the same sensibilities. Adult fans of the genres either embrace this or deny it.

I have been making music for 2 years and recently started listening to some midwest emo songs and thought it would be cool if I tried creating this genre of music in a DAW, but, I am having a problem. From what I have read online, most midwest emo songs are played on FACGCE guitar tuning.

Don't worry about making music that is "emo" as much as making music that is interesting to you and following your ears. If it's emo great, maybe you'll make something new entirely. We already have enough emo music that sounds like a worse version of something that came earlier.
Emo was one of the genres that did basically evolve into a different genre (from first wave post-hardcore to basically wangstier pop punk) but even then, it still went on for a good 15 years. Hell, it saw a sort of revival in the mid 10's with Emo Rap artists like XXXtentacion or Lil Peep.
