In other words "pushy" means "too aggressive" or "aggressive enough that he is being rude". Of course, either word can be used in a statement that is a criticism.

If I used assertive about a dog (note that I have never heard it done, and cannot imagine doing it myself), it would probably be a near synonym for enthusiastic .
